God encourages us to express our desires to Him - to ask, and keep asking; seek and keep seeking; knock and keep knocking. God is able to act without us participating, but He has designed His kingdom in such a way that He desires partnership in prayer - agreement from earth with heaven - humans agreeing with God's plans for people and places on earth through asking, believing and proclaiming!
